NAFA's Members are responsible for the specification, acquisition, maintenance and repair, fueling, risk management, and remarketing of more than 3.5 million vehicles including more than 1.1 million trucks.   • "Conversations about decarbonizing the US economy often center on electrification. It is an important tool for carbon reductions but is just one of the tools that will be needed. Vehicle fleets are diverse and deliver a variety of critical services. Fleets include police cars, delivery services, fire trucks and ambulances, long haul trucks and specialty vehicles like trash trucks, school buses and utility repair trucks; one size does not fit all. Fleets operate in cities and suburbs and in rural areas with large distances to traverse. Fleets need a variety of lower carbon technologies and practices to reduce their emissions, and the mix will evolve over time as technologies improve. For example, EV technology is still not suitable for most long haul trucking; costs are too high, distributed charging is underdeveloped and ranges are insufficient. Low carbon fuels like renewable diesel, renewable natural gas and hydrogen are more likely to be the technology choices today to fuel the vehicles that ensure your grocery and big box stores are stocked up. Fleets that operate out of a central depot and have predictable travel like suburban school buses and delivery services can be great candidates for EVs. Those same services in rural areas where distances are greater may not be suitable for EVs; no one wants their kids stranded on the side of the road because their electric bus ran out of battery power. Technology does not stand still. Battery costs are expected to come down, closing the big cost gap between EVs and internal combustion vehicles. This will reduce the economic burden on fleets as they transition. Technologies like fuel cells, which use chemistry to generate electricity to power a vehicle, are also developing rapidly. The mix of technology choices ten years from now may look quite different than they do today. The ICE and fuel distribution system have a 100 year head start. It will take time to develop the electrical infrastructure to support EV charging, whether at home, the workplace or on the road, and the similar systems for hydrogen or other alternative fuels. We also have to expand the capacity to produce and distribute the electricity and other fuels to where they are needed. We need to take advantage of every operational and technology opportunity to reduce the energy intensity of fleet operations; the lowest carbon fuel is the fuel we don’t consume. Fleet decarbonization is going to take time, and the technology pathways will evolve for vehicle manufacturers, power companies and fuel providers. Policies will have to be flexible enough to adapt. If policies written today become too prescriptive we could lose out on the opportunities that better technologies will present tomorrow. Fleet managers are working every day to understand these trends and chart their course to lower emissions fleet operations."
